networks. What is the best practice to connect those two
PCs together as if they were connected locally in a LAN.
Is VPN the answer and how do I setup a VPN network connection?
Do I need a VPN server or something?

clients to the server on the same port at the server.
How do I do that?

Sounds like you’re trying to multiplex the connections at your server.  Provided your application can handle more than one client at a time, TCP multiplexing takes care of the networking side of things for you automatically.

BlueCoat manufactures security devices providing Web Content Filtering for corporate enterprises.  They also make a parental control application called K9 Web Protection which is free for home users.  It is an excellent balance of filtering capability and ease of use and has a lot of options to help parents set limits on web browsing and block unsafe or inappropriate sites.  What you get is pretty impressive, given that it is  free.
